Just a quick one:
YOU ARE ASKING FOR FAILURE IF YOU TRY TO SOLVE AN OUTSIDE DOG’S PROBLEMS.
The first step is ALWAYS to bring the dog in, get on your knees and apologize for being a jerk who kept him outside and away from his family, give him a few days to settle down from the mind-blowing joy and anxiety that he’ll feel when he’s inside with his family, and THEN address the issues.
By the way, “allowed in the garage” is an outside dog. “Allowed only in the mud room” is an outside dog. Dogs who are proper inside house dogs can certainly have rules, and I would in fact strongly encourage you to keep some areas off-limits to canine activity, but if you are watching TV and the dog is in the garage you are doing him and yourself a huge disservice.
